I nearly vomited in my mouth when I heard this on the news. Does he think this will shut arts and culture workers and supporters up? Parents who already support arts and culture will send their children to lessons regardless of Harper's tax credit scheme. Those same parents are active in either demanding or protecting arts and music programs in public schools.
